Most likely cause of this is some kind of mechanical bind in or around
the platform or spider of the scale.

Be sure nothing is coming in contact with the scale platform.

Lift the platform off of the scale and turn it upside down. If
the problem goes away, it means that it is rubbing or touching the scale
housing.

If the problem remains look in and around the spider or load cell
to see if something has become lodged there, preventing free movement.

none of these seem to correct the problem, contact your Pennsylvania
Scale Distributor for service.
